Purpose of the Retreat
The purpose of the summer administrative collaborative is to develop a broader professional learning community among four school districts in Western New York, Sweet Home Central, Williamsville Central, Clarence Central, and Kenmore-Tonawanda Union Free School District. The retreat has been built around a theme of effective leadership for student achievement. The retreat agenda was crafted by central office administrators from the four schools along with consultants from the Center for Performance Assessment, Stephen A. White and Peg Portscheller, who will also serve as presenters and facilitators at the retreat.

Antecedents of excellence are the strategies employed by a specific school that lead to academic achievement and the attainment of other system-wide goals. Douglas Reeves demystifies leadership in his thought providing book that clearly delineates the relationship between excellent school leadershp and improved student learning. The Daily Disciplines of Leadership is required reading for the summer PLC retreat. Reeves discusses how administrators can learn to create change even if there is initially no consensus in favor of change. He also describes a framework for understanding the relationship between leadership and learning, which he coins the L2 Matrix. Reeves provides profound insight into the concept of accountability, making the point that you cannot lead test scores; you can only lead people. In Beyond the Numbers, Stephen White formulates the foundational principles for data analysis and provides a number of strategies necessary to turn that analysis into action. The book is required reading for the summer PLC retreat, and Dr. White will be one of the lead presenters at the 2-day workshop. There are a number of concepts that Dr. White explores in the book that are pertinent to Sweet Home's examination of leadership including, the rearview-mirror effect, antecedents of excellence, accountability, collaboration, "canaries in the coal mine", and triangulation of data. The Center for Performance Assessment (CPE) has created a number of data analysis tools that can be used to examine antecedents of excellence. The CPE describes data in terms of a framework for how it will be used. The framework includes four types of data: teaching, learning, improving, and persuading. When data is described in terms of the acts of teaching, learning, improving, and persuading, it is hard to escape or ignore the need to take some action based on the lessons learned from the data. The framework is based on the premise that action must follow analysis. School leaders can modify teaching and learning conditions, and improve the quality of leadership implementation, routines, and work habits.
